Ronald Reagan, the end of the Cold War

   Ronald Reagan won the election for the presidency of November 6, 1984 in the United States for his second term with more than 58% of the vote and more than 18% lead over his Democratic challenger (8 points more and the double of votes compared to the first vote in November 1980).
   During his first term, Ronald Reagan revived the Cold War after the Soviet military intervention in Afghanistan in 1979. In 1982, after the proclamation of martial law by General Jaruzelszki in Warsaw, Poland, Ronald Reagan made an alliance with Pope John Paul II to fight against communism by supporting the clandestine trade union Solidarnosc.
   In the United Kingdom, Reagan announced “the forward march of freedom and democracy will leave Marxism–Leninism on the ash-heap of history”. In March 1983, he predicted that “communism would collapse” and designated the USSR as “an evil empire”. But what allowed him such insurance? Ronald Reagan received since several years, the reports submitted by the Soviet spy Vladimir Vetrov known by its codename Farewell by order of François Mitterrand (President of France). According to Ronald Reagan, it was “the biggest spy case of the XX th century”. This lieutenant-colonel of the KGB had decided to ruin communism because the USSR had directed its budget to the espionage of mass and not to the consolidation of its economy. He passed since spring 1980 at the French intelligence service the complete catalog of all investments and all the resources of the Soviet state. The experts of Ronald Reagan concluded that the USSR was financially anemic. To defeat the USSR economically, Ronald Reagan acts in two directions:
  1. In March 1983, Reagan decided to develop the Strategic Defense Initiative (SDI), deployed ground systems and space ICBMs to stop a nuclear attack against the United States.
  2. In 1985, he obtained an increase in oil production of Saudi Arabia which caused the drop of a third of the price of oil and thus financially crippled the USSR because one of its main resources to export was oil.

   Following the economic stagnation caused by lower oil prices, the USSR could not compete on equal terms with the United States and engage in a new arms race. Mikhail Gorbachev, General Secretary of the Central Committee of the Communist Party of the Soviet Union (March 11, 1985 – August 24, 1991) decided to commit his country to liberalize that he called glasnost and perestroika. Reagan and Gorbachev met for four conferences on disarmament between 1985 and 1988. The first disarmament treaty was signed in Washington on December 8, 1987 by Reagan and Gorbachev to eliminate the missiles deployed in Europe.
   On June 12, 1987, Reagan asked him in Berlin: “General Secretary Gorbachev, if you seek peace, if you seek prosperity for the Soviet Union and Eastern Europe, if you seek liberalization, come here to this gate! Mr. Gorbachev, open this gate! Mr. Gorbachev, tear down this wall!”

   The functions of Ronald Reagan as President of the United States came to an end on January 20, 1989.
   The Berlin Wall was destroyed from November 9, 1989. The Cold War stopped in 1989, the year of the fall of communist regimes in Eastern Europe. The Soviet Union was dissolved on December 26, 1991.
