After his first election victory as a Member of Parliament Churchill sat with the Conservative party in Parliament. From 1903, the Conservatives decided to support protectionism to promote domestic trade. In March 1904, Churchill made a speech in favor of free trade, which led to a break with his party. He left it at the end of 1904 to support the Liberal Party program. It was this party that won the December 1905 election. The Liberal Party leader became Prime Minister and appointed Churchill as Under-Secretary of State for the Colonies to monitor the situation in South Africa after the war. Then he became President of the Board of Trade, in 1908 and then Home Secretary in 1910. He proposed the law that imposed a minimum wage. He helped draft the Unemployment Pensions Act and the Social Security Act in Britain. In 1909, he wrote a prescient memorandum on a future world conflict. On 23 October 1911, Winston Churchill was promoted to First Lord of the Admiralty. He encouraged the switch to oil-fired propulsion for British ships. He accompanied the birth of the super-dreadnoughts, battleships with very large caliber guns thanks to a budget of £50 million for the British Navy. He promoted the development of tanks and naval aviation and learned himself to fly. Thanks to him, the United Kingdom was ready to face the First World War.
